Think you'll get different answers from different people.
The lines are blurred too on how you categorise a kitchen, do you do it on quality or on price? Do you just base it on the kitchen units or do you take in to account the work surfaces and appliances? Does the layout and design play a part?
If you were to take that layout as shown then I think you could fit a budget kitchen for around £3-5k inc appliances, standard quality kitchen maybe £5-10k, Mid priced £10-£25k, High-end £25k+
You could spend much more than £25k on a high end kitchen but then you are talking about special door finishes, £4k hobs, £5k fridges...
Like wise I don't think spending £25K+ makes something a high end kitchen, nor spending less than £25k means that it's not.
Like I said earlier, I also don't think the fact something is Italian. German or whatever makes it high-end. There are certain things I personally expect in high-end kitchens as standard, firstly the quality of finish on the doors. Rather than say just being gloss lacquered, I'd expect for them to be lacquered and compound polished to give mirror like finishes, I expect stainless steel drawers and interior wireworks rather grey powder coated or chromed...
It's all subjective, i'm sure some think that anything £15K + is high end, similarly others would say you need to spend £50k+
